Dr. Chan is the president and principal engineer for the firm.  He is responsible for the overall management, resource allocations, field activities, budget and quality control for all JMEC's projects.  He has over 30 years of civil and structural engineering experience of progressive responsibilities in the design and seismic retrofit of bridges, transit structures and buildings.  In his professional career, he has completed several award winning bridge projects including the recent East Fork Road Bridge Seismic Retrofit Project that won the ASCE MLAB Outstanding Structural Engineering Project of the Year Award 2016 and ASCE LAS Structural Engineering Award of the Year 2016.  The Portola Road Bridge Replacement Project for the Town of Woodside won an APWA Santa Clara Project of the Year 2022 Award. He has completed multi-disciplinary projects involving agency coordination, architectural, electrical, mechanical, traffic and civil engineering. The aggregate construction value of projects he has completed is more than several billions in USD.  He is author and co-author of 8 professional papers and reports on Nonlinear Analysis of Reinforced Concrete Structures, including the publication in 2008 Concrete Bridge Conference on "Seismic Retrofit Analysis Approaches of BART A-Line North Aerial Structures".

Since the Loma Prieta earthquake in 1989, he has been actively participated in various seismic design and seismic retrofit projects for buildings and bridges using state-of-the-practice and advanced seismic analysis and design techniques. He is experienced in many types of bridge structures including concrete, steel, prestressed concrete, precast pretensioned girders, bridges constructed using stage construction; and has participated in  Caltrans  advanced  planning study, bridge type selection, seismic retrofit strategy determination and design peer review.  His recent bridge experience included serving as project engineer for various roadway and bridge projects for the USDA Forest Service; Wren Avenue bridge widening; seismic retrofit design/check of more than 40 bridge PS&E under various bridge seismic retrofit projects for Caltrans, Counties of Santa Clara, Sonoma and Los Angeles; SFO IB/OB ramps and SFO Circulation Roads; SR242 Concord Avenue Interchange Improvement; SR4 (West) Gap Closure; Cypress Viaduct Reconstruction (Sections C and F); the new Benicia-Martinez Bridge built by segmental construction; the New Bay Bridge - skyway and SFO Offshore Runway.  He has completed the seismic retrofit design of 3 railroad bridges for the on-call bridge retrofit projects for the Los Angeles County. He has worked with BART and Port of Oakland on the preliminary design of the Oakland Airport Connector Project.  He has been the lead structural engineer for the seismic evaluation and retrofit design for 9-mile of BART aerial structures for A-Line North.  He has worked on Design-Build projects that include the California High Speed Rail Project - CP4, 4th Bridge across the Panama Canal, and the 21-km Panama Metro Line 2.

As building structural engineer, he has completed many building design, tenant improvements, feasibility studies, and special structures.  Some of the unique building projects he has completed with a construction cost of about $5-million and over included the 486 rooms Ramada Hotel seismic repair and renovation; a 800-person St. Elizabeth Seton Church with more than 100-ft clear span; CIBC Church Expansion; a condominium in an environmentally sensitive area at 115 Telegraph Hill; and various seismic retrofit of unreinforced masonry buildings in the San Francisco Bay Area.

He is currently working with various municipalities for on-call civil and structural projects including HBRRP and HBP bridge projects with the City of Alameda, City of Concord and Town of Woodside, and is working with major prime consultants for the seismic retrofit of the main span of Golden Gate Bridge - Phase IIIB (CMGC), San Francisco Oakland Bay Bridge West Spans suspension bridge cable investigations and bridge evaluations, and Caltrans Bridge and Tunnel Load Rating.  Design-Build projects that he is currently working on include serving as seismic design consultant for a cable stay bridge for the 4th Bridge across the Panama Canal; and serving in the capacity of independent checking engineer for various high-speed rail structures, including seismic design, rail-structure interaction and dynamic structural analysis for the California High Speed Rail Project - CP4.
